I thought this was just because you do not yet have the approve tag wiki edits privilege that comes in at a reputation of 5,000. I also wondered whether there might be a tag wiki edit pending. I did further research by examining the HTML source for the page. It turns out that the gap is supposed to be occupied by an ad. Since I have an ad blocker enabled, I just see blank space. It is not clear why the gap only appears on GIS and not any other SE sites for me. It is possible that an old or incorrect ad format is being fed to GIS for some reason.

This is both a CSS and HTML template issue. In the type-in field at the top I always paste the URL to the duplicate rather than its title. I had not noticed the suggestion that a search could be used, though. Rather than a bug I think it is an in application documentation error but the bug tag on this should attract the SE developers to clarify whether the search option is expected to work.

As per your comment this seems to be non-reproducible using the new updated theme of GIS (GIS's updated site theme is ready for testing!) so I'll mark this status-completed.

I think that the link should be removed from that location. However, since it occurs in the Help Center of every site including Stack Overflow and Meta Stack Exchange, for that to happen will require a software fix at a level higher than the site-specific issues that we can deal with in this Meta. Oops, there was a simple but still very bad JavaScript bug on the deploy there...it's resolved now.

As far as I can tell, the system granted the bounty to that answer under the standard bounty rules, which state that if you do not designate an answer for the bounty within the deadline (plus about a half day grace period), then the highest-voted answer will get half the bounty. For Firefox users, a simple solution for code within scrollable windows, such as your example, is to click in front of the first character of the code window and hold down Shift + Page Down until it reaches the bottom of the window.
