This is both a CSS and HTML template issue. The recent updates to the site's CSS remove the initial caps on all of the words, but they also remove it from 'asked', 'viewed', and 'active' because those words aren't capitalized in the template. This is not something that we can do from GIS SE. It would need to come from the SE developers. I had not noticed this but, if I have understood your concern about it, then I do not think it is anything to worry about here because we always try to ensure that we have a code language setting for any code tags used on the site via Any coding tags missing code language setting for syntax highlighting?

As per your comment this seems to be non-reproducible using the new updated theme of GIS (GIS's updated site theme is ready for testing!) so I'll mark this status-completed.

Many people might have problems with the Black bar at the top. Some Folks have put up custom stylesheet on meta.stackoverflow.com, which might be useful, to create a custom look. You can have a look at the discussion here: Gallery of custom styles and/or scripts for the top-bar

This doesn't seem to be a problem anymore. I suspect it got fixed with a commenting refactor I did last year.
